Founder & CEO

Moshe Azoulay is the Founder and CEO of Skyrise Properties. Born and raised in Haifa, Israel, he served in the elite Israeli paratroopers before immigrating to the United States in his early twenties, settling first in New York and eventually making his way to El Paso, Texas.

In El Paso, Moshe built his name in the garment industry, where he became a pioneer in the stonewashed denim business. He founded American Garment Finishers Corporation, one of the largest denim finishing operations in the country, and played a central role in developing the techniques and processes that helped define the stonewashed jean era. At its peak, the plant operated 24 hours a day, seven days a week, and was nationally recognized within the industry.

Simultaneously, Moshe began investing in Dallas-area real estate in the early 1980s, a foundation that would eventually lead to the founding of Skyrise Properties in 2000 alongside his daughter, Leora Azoulay Short. Today, Skyrise is the cornerstone of the family's commercial real estate portfolio in Texas and beyond.

Beyond Skyrise, Moshe is the majority owner of RF Code, an Austin-based technology company. He has previously served on the boards of the University of Texas at El Paso (UTEP), JPMorgan Chase Bank (Texas region), and MD Anderson Cancer Center, reflecting a long-standing commitment to education, finance, and healthcare in the communities where he has built his life and businesses.

Moshe is the father of two daughters and grandfather of seven. He splits his time between New York, Miami, Mexico, and Israel.

Managing Partner

Leora Azoulay Short is the Managing Partner of Skyrise Properties and Azoulay Investments, where she helps lead family office operations, commercial real estate holdings, investments, and development projects. She has spent her career building and managing the family's real estate and investment portfolio in Dallas, and personally leads the design and repositioning of Skyrise properties, transforming underperforming buildings into best-in-class spaces that drive tenant demand and long-term value.

Alongside her work at Skyrise, Leora founded and ran Trailercakes, a Dallas-based dessert company that she grew into a recognized local brand before successfully selling the business. She also brings extensive experience in corporate and private event planning, having organized large-scale corporate functions, fundraisers, and private celebrations across Dallas.

Leora studied at the University of Texas at Austin and St. Edward's University, and earned her law degree from Suffolk University Law School in Boston. She has served on the boards of Levine Academy and Jewish Family Service, and as an advisory board member for RF Code in Austin.

Operations

Growing up in Dallas, Texas, Heather developed a strong foundation in community, connection, and hard work. She graduated from The University of Texas at Dallas and built a diverse background rooted in organization, relationship-building, and operational excellence. After spending several years as a stay-at-home mom raising her two daughters, she launched and successfully operated a professional organizing business, helping individuals and families create more efficient and functional spaces.

Today, Heather leverages her strengths as a people person, along with her exceptional organizational skills, attention to detail, and financial expertise, to keep day-to-day operations running smoothly. She is dedicated to creating seamless processes and ensuring that team members, partners, and clients receive best-in-class support and service.

Outside of work, Heather enjoys spending time with her family and dogs and is a passionate advocate for mental health awareness. She believes that strong relationships, thoughtful support, and personal well-being are key ingredients for success both in business and in life.
